Milk needed for emergency foster baby who was exclusively BF

my friend has run into legal trouble while visiting. I have taken in her 2 children, the youngest is 7 months old and was exclusively breastfed. He refuses the formula I tried and I’ve had to sneak it into him via syringe. I had only 3oz frozen from when I BF my now 18 month old and it’s gone. He does eat some solids but not enough to sustain on them. We’re a family of 5, now 7 with her two, living on a E3 Naval pay. Please anything helps.
